If you were not able to access the full-text through the library's ProQuest Dissertations database, I would encourage you to try interlibrary loan.  Often the only library that has a dissertation available is the one at the institution where the author did his or her doctoral work, so it generally comes down to the lending policy of a single library.  That said, the Interlibrary Loan staff will surely give it their best effort.
